"Execute SQL Query" Fenster

Wann man im Debugmodus ist lässt sich im ControlPanel das "Execute SQL Query"-Fenster nutzen. Ansonsten hat man keinen Zugriff darauf. Kann man das einstellen das man immer darauf Zugriff hat auch wenn kein Debug Modus aktiv ist?
